| RECONSTRUCTION PLAN AND SPECIAL PLAN ASSISTANCE Reconstruction Plan (Funded under SPA) Reconstruction Plan for the State was formulated for providing critical infrastructures and starting new initiatives. The Reconstruction Plan for Manipur sanctioned by the Planning Commission consists of six projects for implementation over a period of three years for an amount of Rs.641.59 crores starting from 2004-05. The agreed funding for Reconstruction Plan for the year 2006-07 is Rs.163.74 crores. Out of Rs.163.74 crores for Reconstruction Plan for 2006-07, Rs.100 crores meant for Capital Project were allowed by Planning Commission for utilization critical ongoing projects in the State. The details are given as detailed below :
(*) has since been diverted for utilisation in the ongoing Irrigation, Power, Roads and Water Supply projects. Special Plan Assistance (SPA) The State Government has been receiving funds during the last Annual Plans starting from Annual Plan 2002-03 for funding important projects which are of specific priority nature to State Govt under one time ACA/SPA. Funds under Special Plan Assistance for development of various infrastructure became necessary specially in the context of the low level of infrastructure available in the State of Manipur and the setback suffered in the development of infrastructure due the inadequate allocation of funds under different Finance Commission Awards. The prevailing law order situation in the State has further demanded in the continuation of such State Specific High Priority nature of works. Unless sizeable amount of funds is made available under SPA for such a project, the State may find it difficult to sustain the current level of development activities that are being initiated by the State Government. The funds received by the State Govt. are of the order of Rs.70 Crore in 2002-03, Rs.50 Crore in 2003-04, Rs.97.15 crore in 2004-05, Rs.30 crores in 2005-06, Rs.256.01 crores in 2006-07 and Rs.500 Crores in 2007-08. For the current year 2008-09, Planning Commission, Govt. of India provided Rs.550.00 crores for infrastructure development and other development activities.
